I've been pushing and pulling the various levers in `utils/__init__.py` to see what makes this work without hard-coding in something for `arm64` and it seems that if I change `/usr/lib/x86_64-linux-gnu/mod_spatialite.so` [here](https://github.com/simonw/datasette/blob/3ecd131e57add427d847b614c920c9624bb2e66b/datasette/utils/__init__.py#L407) to just `mod_spatialite` it's happy. Unfortunately cannot audit that for `x86_64`, but maybe that's a solution that'd be cross-arch compatible? It seems like it's the hard-coding of that path that's tripping it up.
