Adds support for `--open --get /path` to be used in combination.

If `--open` is provided alone, datasette will open a web page to a default URL.
If `--get <url>` is provided alone, datasette will output the result of doing a GET to that URL and then exit.
If `--open --get <url>` are provided together, datasette will open a web page to that URL.
