It would be good if the `.atom` link wasn't shown on the query/table page unless those columns were present. Right now you get a link which results in a 400 error: <img width="622" alt="browse__museums__51_rows" src="https://user-images.githubusercontent.com/9599/69908058-81af6880-1396-11ea-99d7-19297fa1bb9b.png"> See also #581. | 107914493 | issue | { "url": "https://api.github.com/repos/simonw/datasette/issues/645/reactions", "total_count": 0, "+1": 0, "-1": 0, "laugh": 0, "hooray": 0, "confused": 0, "heart": 0, "rocket": 0, "eyes": 0 } |

To maintain backwards compatibility with existing plugins, we can introspect the callback function to see if it wants those new arguments or not. At a minimum I want to make `datasette` and ASGI `scope` available. | 107914493 | issue | { "url": "https://api.github.com/repos/simonw/datasette/issues/581/reactions", "total_count": 0, "+1": 0, "-1": 0, "laugh": 0, "hooray": 0, "confused": 0, "heart": 0, "rocket": 0, "eyes": 0 } |

But... it needs to be able to `await` in order to do that. Which means it should be optionally-awaitable. If that key is missing it is assumed to return `True`. One catch: what arguments should be passed to the `should_suggest(...)` function?
